Depends on the complexity of the layout, number of inner pages required, extra featured required (AJAX, etc.).

If you like your site to look the same in all browsers than I suggest you skip it and use tables ;)

Photoshop used to be able to output css as well...
THe feature was pretty horrible, though.

It still does and it's still horrible. When you save for web, you can change your output options to CSS instead of tables. However, you can only output by Class or ID...not a hybrid. And it really sucks to have a unique ID for every fucking image. And exporting all as classes suck equally as bad.

No ways - the company for which I work employs XHTML guys that create perfect, tableless, XHTML Strict sites that work in all major browsers no matter how complex the design. You just need to know what you're doing :winkwink:
