He uses 2-3mbps only, no need big space, just cheap server, please let your info and prices...
OH he needs the host able to fix his atx and smart-thumbs (when move to new host)

Dude your post is confusing, can't make out if your friend needs virtual hosting or a dedicated server?

If your friend is looking for a cheap server, I would suggest going for a VPS. He would get a decent VPS package for 40-50 bucks.

Try Naked/Certified Hosting (see sig). I actually have Smart Thumbs running on one of their virtual plans and have never had a problem in the 2 years it's been running.
