I've seen it on couple more sites...

It is Bike's site i think and custom script..
Our STXT script can do this easy though...

Not everyone runs an out-of-the-box script, newbie.

No idea, but it wouldn't be difficult to change something to work like it does, or even to get something coded from scratch.

Any tgp script can do that combined with any traffic trading script...

all of bikes stuff is custom

like some people said, it looks like custom. However, it can be done with WordPress with way more functionality and integrated with arrow trader or whatever, not difficult to do it (although not anyone could do it either)
