Should MP's be allowed a "culture of deference"

http://news.bbc.co.uk/1/hi/uk_politics/8496729.stm

This allows MP's to make it difficult for officials to query or challenge their claims.

With the expenses scandal in the UK still being in the news regulary, I find it hard to imagine that if the average person had did what the MP's did, then they would of been in a lot more trouble.

I was told by my account that it wouldnt be wise to claim for things such as research books related to web design and clothing e.g suits for meetings on my expenses, but MP's can claim for a moat and duck house?!
