We are runing a free host and we have to be honest for people who have to trust us. So we are clean, not redirecting any traffic and so on. So we think webmasters would like our host and be proud to be with us.
And then, there are fucking cheaters:

Its a shame to have webmasters like this in the industry. No matter how nice you play with them, they try to stab you in the back.

Worse thing of all is compared to other free hosts the header and footer ads are among the smallest your gonna find.
I seen one guy who did something similar but he had java on the link so that as soon as you put your mouseover it it automatically went to a sponsor. So if anyone went to click on the freehost header before they even got a chance to click on the link they were taken to the idiots sponsor.

Fuckin boot em and share their info with others so they can't pull the same shit on other people.

You are right. We keep the header and footer small to be atractive for webmasters and TGP compilant. We make a calculation and we think it's ok for us. There are a lot of free host that geting webmasters and then if they get a decent traffic redirect it all.
We invested in good equipment, pay for bandwith, managing the host and so on.
And then gos the fucking ass hole and cheating you.

It doesn't work. They have hotmail e-mails and some ballshit names.
If we bann em they will change emails sponsor codes and do it again.

We don't delete em becouse the traffic they geting will go to 404 and TGPs they are listed at could bann our domain.
