Let me give you an idea of how this is gong to end up. And the reason I know this is because I was in hosting back in the early 2000's vigilante spamblocker lists were blocking entire IP classes due to spammers either sneaking on to networks and/or spoofing IPs, etc. Also since I'm in the domain business.

Whats going to happen is it will become a free for all of sending in complaints. Anyone and everyone who doesn't like so and so site or person for whatever reason will be making a complaint. Hosts will be shut down right and left leaving loads of innocent bystanders affected by it. Domains will be suspended without question by domain registries including but not limited name servers.

Best of luck in supporting your demise.. The large corporations will be glad to take all the business and put you on payroll.
