Are there any photoshop filters or scripts yet that will turn an image into a cartoon?

Not yet. You can posterize and emboss to make a sort of hand drawn effect, but it looks kinda shitty

There are really quite a few plug-ins for photoshop BUT they honestly fucking suck, I found ONE decent tool about a year ago but for the life of me I can't remember the name or author OR where the hell I put my backup :(
