It depends on the context of the image. If the monkey image was done as a way to say she was stupid as the monkey picture for Bush was, it's different. If it was done as a way to mock her for being black, it's racist.

Does anyone have the context of what the picture was from and/or what it was commentating on?

The problem for Google is that if they take it down, they'll be called upon everytime there is an offensive result. It puts them in a spot where they have to take sides and can have their actions be seen as bias. Their only option in my opinion is to leave it up and maybe tweak the algo so that bombing an image artificially to show up doesn't work.
