I think what Bella is saying is the actual size of the cup changes with the chest measurements. They scale them so they are somewhat proportional.
I don't know for sure what inch measurements they draw the lines, but I think around 38 or 40 the volume of the cup size expands.
The cups in a 36 DD are the same size as the cups you will find in a 40D. So a girl who wears a 42 DD has larger breasts than a girl with 32 DD.
