Seriously, if you can't afford to buy traffic:
submit the blog to blog directories(as well as other directories) and trade hardlinks with similar sites(blogs).
Use a free hosted blog site to create splogs with links to your blog and submit them to blog directories

He did say "traffic" and not "unique visitors"...
