I met the guy a few years ago and we were talking about this. I asked the same question. From what I understand these giant pumpkins are called Atlantic Giants. There are a lot of people that grow them all over the world. It is actually really difficult to get them that big because they crack and rot and die off if you don't care for them correctly.
He told me they are almost like breeding dogs. If you get a big pumpkin you can sell the seeds because, in theory, those seeds will grow a pumpkin that is as big or bigger. He is part of a group where they trade seeds and keep some seeds for themselves then sell the rest. They do cross-germination and all kinds of crazy stuff.
Not every seed will sell for this amount. You can buy them as cheap as $5-$10 per seed, but if you get a huge pumpkin that has "champion" characteristics (whatever that is) you can get a lot of money for them.
It blew my mind. Like anyone in business I quickly envisioned my back yard filled with massive pumpkins, but growing the huge elite pumpkins that can set records and allow you to sell the seeds for large amounts is a ton of work and you really have to know what you are doing.
