How to save as jpeg but small size
 

seems like all photoshop settings are trying to saw a 120px by 70px at over 26kb and if i go to low is quality it really shows

whats the trick to this?

What are you trying to get to? There's only so much compression you can do at only 120px x 70px without noticing it.

Use "save for web" and move the % slider. I usually use 60% and that preserves good quality but makes the images tiny in weight.

Why can it not be a gif file?

im just amazing on the youtube thumbs are so small in size, if you go to youtube look at any of the thumbs next to a video its extremely small for its quality
