How to save as jpeg but small size

What are you trying to get to? There's only so much compression you can do at only 120px x 70px without noticing it.

Use "save for web" and move the % slider. I usually use 60% and that preserves good quality but makes the images tiny in weight.

im just amazing on the youtube thumbs are so small in size, if you go to youtube look at any of the thumbs next to a video its extremely small for its quality

Well, when you make it smaller size, it's always going to be lower quality. There's not much you can do, EscortBiz. Unless GetNaughty's trick works.
