This is an article about prostitution and "johns" who get caught buying... they are being sent to these educational sessions to teach them why prostitution is bad, etc... in the article is this quote:

"Experts" as in prostitution experts? What is it exactly that makes them experts of prostitution?

But yea seriously, "experts say" is used way too f'in much in stories and IMO it's a journalist's way of putting their own opinion in a story and passing it off as some sort of consensus opinion.
