Correct. It's better people know so they can replace their CC and avoid any possible problems.

My personal cc's were replaced after eating in an Amsterdam restaurant earlier this year. (Visa/MS would not tell me why exactly untill I kept suggesting the phishing/skim possibility and after much pressure they admitted it and said they took precautions when replacing the cc no's with everybody that had paid with a cc in that restaurant).
