Monday I was driving down Interstate 5 someplace between LA and Sacramento, a long, two lane highway. An eighteen wheeler had broken down on the side of the freeway, and another eighteen wheeler driving by moved into the fast lane to give it proper space - very customary. The dumb ass in the mini van - who had been in the fast lane the entire time - couldn't grasp why the eighteen wheeler had moved into the fast lane, and decided to drop down into the slow lane to pass the truck - and blew past the stranded eighteen wheeler on the side of the freeway.

Does this mean 1 child per couple or can a couple have two children. If the husband has a kid from a previous marriage can he get his new wife pregnant if he remarries? What happens when he or her have reached their alloted quota for children? Are they sterilized? Who pays to sterilize them? If they have more kids than they are allowed is there a fine, jail time, do we kill the extra kid?

that is some of the questions we need to find a answer for, but we dont find the answer running around pretending there isent a problem

Its simple math. Since as long as we have registered growth in population, our doubling-rate have been around 70 years. Check the movie above for a explanation of how exponential growth works.

This means, that unless you want people to starve to death, or expect a new WorldWar - you will run out of food in 3 generations from now, and even if you fixed that, you would run out of space about 6 generations from now.

The reason population is growing in the rich world is mainly because we cure diseases and humans are getting older before they die. But ironically, it is not the richer world, but the poor world where population increase is worst, simply because they are poor. Without education and better technology, the gap between generations is shorter.
The solution is to let them take part of the rich world. That will stabilize and optimize both economy and population. Destabilization (killing people or make them sick) will only result in an endless circle of suffer.

what part of "1 child per person" doesn't make sense? One man... one woman... 2 kids allowed. If he remarries, and the new wife has no kids, she can have one. When the limit is reached, they would be required to be on birth control and or "get fixed".

It would be cheaper to pay for sterilizing them than to pay them every month to spit out kids they can't afford/don't want/etc. If they have more than the limit, a huge fine and jail time depending on the situation would be ideal.The kid would be taken away and put up for adoption.
