Transaction Declined BEFORE entering credit card details?

I just wanted to check out a programs join page for cross sales, filled out the sites join form (desired username/pass, zip code, email, country) to get to the processor join page...

then i got a msg saying the primary processor DECLINED the transaction (it must have been epoch because i then was redirected to the secondary, which was CCBILL).

wtf is up with that? why does epoch decline a transaction BEFORE i even got the chance to enter my CC details
