name some dependable programming firm
 

we are looking for a firm experienced with php and mysql, fast and correct is more important than price

designing an database, admin, and API

dependability, references and past projects is a must, we have been burned by programmers in the past and are vowing for this to not happen again

based out of the US or Canada, any help is appreciated
