As long as you're willing to skip the being a cheap ass aspect of it, yes. There are plenty of good reliable programmers out there, but if you're gonna be a cheap ass and not pay for it, than you won't see it. :2 cents:

No it doesn't but if you are cheap, you will only find half ass programmers who spend more time procrastinating than doing your job... But if you are willing to actually pay what it's worth, than you'll find programmers who are ready to bang out your product in a quick efficient manner...
