Because the deceased mans family let him off the hook in exchange for financial restitution.

Yeah because society in general and his family specifically would be much better served if Stallworth spent 15 years in jail because someone jaywalked in front of his car. :rollseyes

in the phillipines kill a dogs prison you around 6 months , but killing and raping , makes your all life Miserable (lifetime)

Do neither, and get no time in jail...

Where did the payout he got come from though ? either way society pays for someones mistake. The system is a joke.
