The photo has been posted like 1000 times this week in every board I know and I got in several mails too. It isn't fake, but a real photo by Charles Ommanney published in Newsweek. Ommanney is one of the credited photographers at the US Senate and White House.

and whenever there is too much light you put those things on.
They have little holes inside and are used to reduce the amount
