It's the best to ask 100% upfront.
Some ppl think it's normal to wait and see if the site will convert and then decide if they'll pay you.

Plus alot of "designers" claim they made sites they didn't design.

There are even contest winners that act like they made the site while it was designed by someone else.
And then not even paying the real designer.
