Pretty much. There are no visa requirements for Americans to enter Canada. Once they are here, you can go through Immigration Canada and apply for permanent resident status. It takes about 8 months to a year. It might take longer in Quebec, though.

'Course, if they show up at the border with a semi-truck full of their belongings, it might be tough to convince the Customs official they're just visiting. :winkwink:
