icq might have an express java version you can use on the web.

Personally, I always use Pidgin (the portable version). Not only do I carry ICQ on a my pocket ready to be used on any computer, but also my gmail/hotmail/yahoo messenger accounts.

pidgin would be your best option, or look at your computers error log and see what the issue is
