Submit Passes (GTS) - Getting In?

I am trying to get into the submit passes "submit tool" link but have been unable to do so. Try clicking onto the link and let me know if you get in because if you can get in then something must fucked up with my computer because I cannot get in there to save my life. Just continues to not work for me.
