Although on a shallow level it is just an extension of existing anti-fraud laws, the way it is written is very broad and also what about the whole Paid reviews link building concept? I welcome its consumer protection spirit, it probably won't take much to work around the impact on Reviewme.com and other paid reviews/paid blog links sites.
