How do IPs on mobile phones work?

Are they static or are they dynamic based on the tower you are feeding from?

you are usually assigned a new one every time you connect. They stay static until your disconnected. If it has to drop the internet for a sec to switch towers or service though you'll usually end up with a new one.

Or atleast what I noticed from using my phones internet over the years

Maybe dif from dif providers - I am on sprint
    .

i think they might also change as you move out of different areas away from different towers...
