when you pay property taxes, they are not usually going to be based on the sale price - that is why the banks are eager to sell foreclosed properties at such low prices as they have been lately. between taxes, upkeep, and liability insurance it is simply not worth holding on to the foreclosed properties in most urban areas.

the price of vacant land has not moved significantly.

Also keep in mind, with properties being so cheap the neighborhood you are looking at now could look completely different in 5-7 years from now.
