They used to do this to the customers of my stores all the time, but the charges were public indecency, and they almost never arrested the guy. Then again, these were single occupancy video booths, so I wonder if the steeper charges have something to do with the guys all being in a group masturbating.

Usually the undercover vice officers would come into the video booth area, walk past a booth with a guy jacking off in it, and then pull him out and cite him for public indecency. If the customer didn't have any outstanding warrants they would write him a citation with a notice to appear in court and then let him go. We fought police departments in different cities in court over this for years...
