What a waste. Also factor in the "demultiplier effect" (I made up the word--it's the reverse of the economic "multiplier effect") of having such a large pool of people having criminal records, and hence economically marginalized, on the economy.

There's money to be made off of throwing people in jail. So make new laws and throw out as many fines as you can, and toss as many 'criminals' in jail as you can find so you can get that fat paycheck.
