banks blocking ccbill/epoch transactions?

Have any of you heard of this?

I had a customer email me saying he was unable to join with either ccbill or epoch and when he called his card issuing bank they told him that they do not allow ccbill/epoch transactions because they had a high number of fraud cases by those processors.
He didn't mention the bank.

Is it possible for banks to completely and permanently block ccbill/epoch transactions like this?

Possible? Yes.

I have certain banks who absolutely REFUSE to process some countries, and/or overseas transactions. It is a real bitch sometimes.

I thought it wasn't that easy to block specific transactions.

Dunno. I am not a processor. But I know that I do business all over the place, and have had issues with buying scripts and merchandise from overseas at times, or from certain countries. I called my bank/credit card company(ies) and have been told they do not allow them.

Reasons vary. Some of what I have heard is..

1. Country blocked. No transactions allowed.
2. High risk for fraud transactions. Not allowed.
3. (whatever type) transactions have 'some history' (so I guess monitored??). Not allowed.

and so on.
