Why not buy a trade script and use it as a toplist. Put a few banners to your site and start doing some link trades with amateur sites.

You can easily see 5% CTR and you have perm traffic. Setting up perm sources of traffic makes more sense then buying every hit you get.

If you don't like this idea then try PPC search engines.
