This may sound twisted but the lack of CP on tube sites sort of dispels the whole user submitted, we do not have staff to monitor crap.

I've often wondered that myself and I think I have the answer.
They get away with it because they dont give a fuck. They dont hold 2257's, I dobut half of them could tell you what a 2257 is. Law enforcement that should be taking care of them are instead fucking with those of us who follow the law, cause its more important that they make sure we keep following the laws as we already understand them then do some real fucking work and bring these fuckers down.
