is god saying i should chop off her hand or the other guy who's balls were grabbed should chop her hand off, or he is merely saying anyone who witnesses it should do the right thing and chop off her hand

Seeing as she is your wife, I'd imagine you'd do the chopping. A cleansing type thing if you will.

The moral of this story is that if you're going to grab the guy's balls, you may as well rip them all the way off since you're losing your hand anyway.
