stroke maby.

Or just add a layer under the picture and make it 1 pixel larger and use the frame colour you want

Alienskin's Xenofex has a filter called "Rounder Rectangle". As far as creating some of the best looking rounded corners, I vote for this filter. I've used other methods of creating them, however, this plugin seems to do the best job, and fastest.

You can also take a circle, set guides to horizontal and vertical centerpoints, and slice the circle into quarters... These 4 quarters will be the corners to your rectangle.

There are 1000 different ways to do 1 simple task in Photoshop, so, try a few of them, and see which you like best.

the easiest way:
Tools bar, under the Text ixcon you'll find the rectangle icon, change to rounded rectangle, set the corner radius, make the rounded rectangle and stroke the layer.
of course you can apply different fx on thelayer to make it look better:bevels, drop shoadow...

This is true, however, the Xenofex filter allows you to change the radius of the rounded corners, where as the custom shape tool only does 1 corner. Also the Xenofex filter allows you to create 3D looking beveled rounded rectangles.
:2 cents:

you can make the corner as big as you want, there's a textbox where you can set the radius.
I like xenofex's rectangle too...

You should check out Picture Publisher. I use both progs but at times PP is just a lot simpler to use with the same or even better features than Photoshop. The border forming feature is probably what you need. PP is also a very low priced solution where PS is just insanely priced.
