Best banner software...

I was wondering what software you love to use when making banners. I have a new slave to do all my design work for things like that and need to know what program is the best for the $$$.
Gotta give her the right tools to get the job done... (So she can get the job done on my tool?)

I'm slow to adapt, so just barely, recently upgraded to Photoshop 6 and for animation I use Sonic Foundry Viscocity.
