A guy said "this guy has brains like a dumpster truck".

So what does that mean? Any ideas?

It's a vague analogy:
Spunky's take could work: His brains are garbage, or the guy could have brains that fit inside a dumpster truck, which means he has a shit load of them.

hehe what comes to my mind is Transformers, specifically the Dinobots. Grimlock was "Smart like dumptruck!" :) I have no idea if that's an actual quote. I just tried to google it and found nothing. Maybe I'm making stuff up... sigh.
