Meaning "do fellatio" is first recorded 1928. Slang sense of "be contemptible" first attested 1971 (the underlying notion is of fellatio). Suck eggs is from 1906. Suck hind tit "be inferior" is Amer.Eng. slang first recorded 1940.

All my life and my mother considered it to be as rude as 'fuck' in our house growing up. If you said it you got slapped.

I think it really got a surge of popularity in the late 70's when the phrase "Disco Sucks" became extremely popular as people got sick of the music that was pervasive at the time

Mid 70's for me. Jr high, kids started saying "you suck eggs".... which eventually got shortened to "you suck", that sucks, it sucks, we suck at that, they suck shit, and eventually leading to one of my favorite Homer Simpson quotes "They're the suckiest bunch of sucks that ever sucked."
