any content providers that will sell content and allow it to be used in hosted galleries for a higher price but not exclusives?

You will probably need exlusive content for that. I know I would never ever buy content from a provider that had sold the same shit to be in hosted galleries

What if it was Semi-Exclusive, only licensed to 5 clients, and 1/3rd the price of exclusive sets?

Depends on who the other clients where :) Some programs offering hosted galleries has the ability to just about kill the content in terms of saturation
