Ok that's pretty stupid if they are not allowing international entrants.

There was one affiliate program that denied my application because of a costa rican ip address. I emailed support explaining that I was canadian and moved to costa rica because it's a nice place and I can live anywhere in the world, and their reply was a generic "it's our policy to only accept webmasters from these countries"...
