VCD creation question

So I've got a stash of movies in .avi and .mpg format, what's the preferred way to get these into VCD format and burnt?

I used Ulead DVD movie factory the other day.
worked pretty good, easy to use.

tmpeg and nero will do the work... oh and you will need virtual dub
