Bring production back inland, limit trade through borders - tax it so it will be cheaper to produce here than bring from overseas.
Focus on education, science, tech and health, forget about rest of the world for about 20 years (not literally), restructure and optimize what have failed or proven be non-efficient, work on getting rid of national debt (seems impossible at this time).
The country will prosper again once reaches self-sustaining level.

everything else is going to be exactly the same shit as we have now - downward spiral.
