Depends largely on why you're going. Each season has its advantages.

Personally, I enjoy photographin' the Falls more in winter - less tourists to deal with and the ice formations are photogenic and always changing.

Fall is nice if you're into the colour of the fall leaves.

The summer season has fireworks over the Falls on Friday nights - plus all the public gardens are in bloom and seriously colorful. But you also have hordes of crowds to contend with at the same time.
