Ibill keeping VISA reg fee even if not approved?

I just noticed in IBILL terms you have to agree to in order to sign up with the VISA regs ibill is keeping the 750 fee regardless of wether your approved... looks like there taking after yahoo. Thats fucked..

3.4 Visa Registration Fees. In order to accept Visa transactions after November 1, 2002, Client must pay to iBill a non-Refundable, one-time charge of $750 in order to register Client with Visa as a Visa Sponsored Merchant (the "Registration Fee"). After November 1, 2002, new iBill clients will be unable to accept Visa transactions until Visa notifies iBill that the client has been registered as Visa Sponsored Merchant. iBill will activate Client's iBill account to enable Client to accept Visa transactions on receipt of such notification from Visa. Registration with Visa will require that Client and its principles be reviewed to see if they have ever been a terminated merchant. If it is determined by iBill or Visa that the Client or its principles have been a terminated merchant,

or if Visa refuses to allow the Client to be registered as a Visa Sponsored Merchant for any reason, then Client will not be allowed to accept Visa transactions through the Service, however there will be no Refund of the Registration Fee.

In addition, Client must pay a annual recurring charge of $375 on each anniversary of the payment of the Registration Fee to maintain Client's status as a Visa Sponsored Merchant.

Hitman, It's not Ibill that gets the money, they are just collecting it from us.
The money goes to Visa and the acquiring bank.
I think its $500 to Visa and $250 to the Bank from memory.

But Ibill is the only one I have heard about thats not refunding the fee if your not approved. nor rebating the fee like ccbill and jettis if you are. The company just sucks in my opinion.
