We use CCBill right now and although we are very happy with north america, and they offer all the right payment methods for EU, our conversion ratios in EU are attrocious.

Are there other billing solutions that can do something or is it more that we are suffering because of language issues?

I would say language issues could be the biggest issue... other than UK you're not going to get the conversions you want from Europe without getting the main languages down. The main payment methods I know of for Europeans (other than CC which doesn't have good market penetration) would be the Eurodebit, the phone billing, and online bank transfers.

I know that this must be hurting European e-commerce for global merchants. With the whole Single Euro Payments Area initiative this is bound to change eventually.
