Whats the rule for non licensed pics on your site?
 
What if the pictures aren't for profit, but youre doing commentary on 10 people and want to put their pics next to the commentary...is that ok?

I know 10 un-licensed pics on a site is a serious offense, but does that still apply if youre just doing editorials on the people?

seriously now, if you have the pics as thumbs it will be ok. It depends of what kind of pics you are talking about and who owns the rights of them.

being allowed to use them matters not whether they are famous or not

it depends on if the photographer or whomever owns the pictures says it's ok or not

Wait a minute! I swear there's some law that allows you to use celebrity images and such, as long as you're using them along with a review. This is how newspapers and critics review movies and such.

Yes that is possible, I believe that is called "fair use" or something like that and usually contains sample images or clips from the movie that they are reviewing. Like Mr.Skin, etc...

Notwithstanding the provisions of sections 106 and 106A, the fair use of a copyrighted work, including such use by reproduction in copies or phonorecords or by any other means specified by that section, for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright.

The general rule is that you MUST have permission to use copyrighted material. However, there are FAIR USE exceptions, one of them is "news" or "criticism"

If you are critiqueing the material and the nature of the critique is NON commercial, you should be okay.
