Bank declines are the bulk majority of declines, outweighing scrub probably 8 to 1 on most card attempts.
If people get behind on paying their credit card bills, or banks tighten up their allowances -- ie denying internet transactions when a cardholder has just made several other transactions recently, that would account for most of it.
Just because someone has 30 in credit available doesn't mean the card issuer will let them use it, their spending habits along with their payment habits go further online than on swiped transactions.
