So how do these sites use pictures from around the net? Can you just randomly pull pictures from places and use them on sites like this or is there a place you need to buy the pictures?

It does happen, not that often though. If you take a picture from some blog of off let's say Jennifer Lopez on the beach and put on your blog without copying other peoples text etc very little is going to happen.
