SO ya mean like a person that wants a job can go and make a fake references list and recieve a fake diploma? I am not sure I know what this is about but am I close?

A person is indeed capable to setup his own reference.
The degree program is a bit different, since it's not selling the actual degree, but harvesting leads for people interested in e-learning. For these leads we pay the promoter 25$ and if a lead closes we do add 20% commision.
