Hi can somebody who speaks French tell me what this guy wants.. I kinda think it is something about a link exchange but not to sure

Yeah he's asking for a link exchange. It basically says:

In order to mutually maximize and insure visibility and popularity of both our sites on different search engines, I would like to exchange link between your site and our site. When the link to our site is added, please tell us where the link is on your site. Once that is done, we will validate our partnership by adding your link on our site.
