Programmer needed for very simple script
 

Looking for a programmer that can set this up for me tonight. Need it to be very simple.

It's a Windows server. Needs to have 2 parts.

Part 1.
Need a link counter that counts unique clicks and forwards to a url.
Example: Anyone who clicks on the link http://www.domain.com/1.html will be forwarded to http://www.domain2.com and it will count how many unique IP's clicked the link.

Part 2.
Counts how many times a picture has been loaded
Example: picture loads on our website http://www.domain/pic.jpg
The program tracks how many time the photos been loaded by a unique IP address.

Doesn't need to be fancy, just needs to work and simple.
It would be great if you can set this up, and email me the program and instructions on how to install it. Preferably no databases if possible. Want this to be as simple and uncomplicated as possible.

Doing that without a db would be pretty slow performance wise.

ok, it can be done in PHP as well, and use a database if neccessary. Hit me up if anyone can provide this
